CRITERIA FOR RENOVATION OR REPLACEMENT OF WATER
TREATMENT FACILITIES GUIDANCE DOCUMENT
Through its technical proposal
selection process, AWWARF chose EE&T to prepare a guidance document
for utilities facing a Arehabilitate
or replace@ decision for a
water plant. EE&T has directed all aspects of comprehensive water
treatment plant studies including structural and electrical equipment
evaluations, process studies of existing treatment, and incorporation of
new technologies. Drawing on this experience with a number of water
plants across the United States, and supplementing that information with
interviews and visits to other plants, EE&T prepared a document that
details the steps needed to be taken in order to make a fully informed
decision on water plant rehabilitation.
The result of the projects is
a comprehensive document to assist utilities in evaluating the
trade-offs of rehabilitation versus replacement. The key items addressed
are:

Evaluation of
physical facilities, structural integrity, electrical compliance and
energy conservation, and equipment suitability.

Evaluation of capacity
needs and capability to meet the water demands.

Evaluation of the existing
facilities to meet the 1986 SDWA amendments.

Evaluation of the
economics of replacement versus rehabilitation including capital
cost, O&M, useful life, and economic comparison methods.
